Volume of rain water on the roof = Volume of cylindrical tank
$$ 22 \times 20 \times h = \frac{22}{7} \times 1 \times 1 \times 3.5 $$
$$ h = \frac{1}{40} \textrm{m} $$
= 2.5 cm
